Section 1. Name: The organization shall be known as the Mid-Hudson Scholastic Chess League.

Section 2. Purpose and Mission: The purpose and mission of the group is to form and operate a chess league that will enable students attending schools in the Mid-Hudson region of New York State to participate in competitive chess games with the objective of selecting the league champion following a specified regimen of games.


Membership, Dues and Meetings

Section 1. Any school or team in sympathy with and desiring to promote the purpose and mission of the League and its philosophy and objectives may apply to become a member.

Section 2. The Board of Directors will consist of the Club Advisors of the Chess Clubs participating in League play. Membership on the Board of Directors will extend for the duration of the Club's participation in League activities. The Board may invite selected individuals to become members of the Board as it deems necessary. Membership and Appointment to the Board will be formally recognized by a majority vote of all of members at the Fall meeting. The annual dues shall be determined by the Board of Directors and will be used for current expenses.The dues shall be paid by the third round or January 1, whichever is later. Coaches may have to pay the dues out-of-pocket. An additional $10 will be charged if the coach does not pay by the above deadline. If the school does not paid the dues and additional $10 fee by the end of the season, it will not be allowed in the league the following season.

Section 3. There will be two required, annual meetings, Fall and Spring, and as many other meetings as the Board of Directors may authorize. The Fall meeting will occur before the initiation of competition. The Spring meeting will occur following the termination of all competitive matches. The annual election of officers shall be held at the Spring meeting.



Section 1. The Board of Directors will have policy-making responsibility for the organization. They will issue policy and guidelines as required. The Board of Directors will consist of all the league officers and coaches. Individuals that are both officers and coaches will cast one vote.

Section 2. To manage the affairs and operations of the League, the President, Vice President, Secretary and Treasurer, and Ratings Officer will be elected for a term of one year. It shall be the obligation of the elected officers to promote in all suitable ways the best interests of the League.

Section 3. The Vice-President shall assist the President in all efforts to complete the operational requirements of the League and shall be Operations Officer for the year. In the absence of the President, he/she shall assume the duties of the President.

Section 5. The Secretary shall keep minutes of all meetings, policies and guidelines of the Board of Directors and notify members of scheduled meetings.

Section 6. The Treasurer shall collect dues, deposit monies, keep accurate records, make an annual report, maintain accounts payable and receivable, obtain a tax exempt number and, upon the order of the President, expend money for other purposes.

Section 7: The Ratings Officer shall calculate players’ ratings after each round and/or tournament, and distribute the up-to-date ratings

Section 8. The Board of Directors shall consist of the Officers of the League.



Section 1. This Constitution may be amended at any regularly scheduled meeting by a simple majority of the members present, provided that official notice of such proposed changes has been made at the previous meeting or in writing two weeks in advance of the meeting at which action is to be taken.


Procedures and Restrictions

Section 1. In the event of the dissolution of the League, all of the remaining assets and property of the organization shall, after necessary expenses, shall be any organization voted by the Board of Directors at the dissolution meeting.

Section 2. No part of the net earnings of the League shall inure to the benefit of any member, director, officer of the organization, or any private individual (except that reasonable compensation may be paid for services rendered to or for the organization), and no member, director, officer of the organization or any private individual, other than the organization chosen at the dissoluton meeting named above, shall be entitled to share in the distribution of any assets upon dissolution of the organization.

Section 3. No substantial part of the activities of the organization shall be carrying on propaganda, or otherwise attempting to influence legislation(except as otherwise provided by Internal Revenue Code Section 501(h) of participating in , or intervening in ( including the publication or distribution of statements), any political campaign on behalf of any candidate for public office.

Section 4. Notwithstanding any other provision of these articles, the organization is organized exclusively for educational purposes as specified in Section 501(c)(3) of the Internal Revenue Code of 1986, and shall not carry on any activities not permitted to be carried on by an organization exempted from Federal Income Tax under Section 501(c)(3) or corresponding provisions of any subsequent Federal Tax Laws.

Section 5. The league officers and faculty advisors of teams must comply with all state and district policies applicable to safety of children.

Section 6. All league play will be guided by the Mid-Hudson Scholastic Chess Rules. MHSCL rules supersede those in the current edition of the USCF’s Official Rules of Chess. Any rules not covered by the MHSCL will be covered by the latest edition of the U.S Chess Federation’s Official Rules of Chess.
